A young man named Fei-Quan (Julian Cheung), who grew up in public housing estates, was fearless, resourceful and brave, and he was determined to carve out a place for himself in the underworld. His actions gradually drew the attention of Inspector Lee (Danny Lee) of the anti-triad unit, who tried to save Fei-Quan before he sank too deep.
