1932, Jinfeng County, Jiangsu Province.
One night, the arrested Communist cadre Wang Guo-Chi defected and provided information that the county party committee would hold a meeting at a brick kiln at 4 a.m. Upon hearing this, the police chief of the puppet government, Luo Bai-Qian (Yang De-Zhi), along with his subordinate Commander Wang (Li Lan-Fa) and Inspector Zhao, urgently convened. The former believed there was no time to lose and they should march immediately, while the latter, Jiang Wan-He (Zhao Er-Kang), was actually a Communist planted in the police force. He agreed, saying it might be a trap, while thinking of a countermeasure. Soon, Luo Bai-Qian decided to attack the brick kiln with two groups.
As the group passed a bridge, Jiang Wan-He signaled with his eyes to Xiao Pu-Dong (Li Li-Hong), who was also an undercover agent. Wang Guo-Chi was suddenly pushed into the water and died in a hail of bullets. The lives of the county committee comrades were saved.
This incident caused the police to lose face. The county party secretary Zhang Qian (Liu Guan-Xiong), who had long been at odds with Luo Bai-Qian, took the opportunity to file a complaint against him with the provincial police department. This gave an opportunity to the provincial police department, which was troubled by the frequent activities of Communists in rural areas and county towns. Qin Bang-Ye (Yang Bao-He), the head of the investigation department, was sent to Jinfeng. Qin Bang-Ye was very cunning. He sent a double to make a one-day tour of Jinfeng, while he disguised himself as a cook and hid in the police station.
