Undercover cop He Jin-Shui and his superior Bao Zheng zero in on a nursing home called New Dragon Hall, where a large number of gang members have gathered. He also discovers that the female director, Qiao Yi, has countless connections to the gang-affiliated elders and appears to be providing a protective umbrella for their criminal plans. As he searches for the truth, He Jin-Shui gradually digs deeper and finds that the situation is far from simple.
