Description:
In May 1871, Tsarist Russia launched a large-scale military invasion of Ili and occupied its nine cities. Zuo Zong-Tang, then governor-general of Shaanxi and Gansu, believed that to recover Xinjiang one must first impeach Cheng Lu, the Urumqi titu, who for years had kept troops in Gaotai and extorted heavy taxes from the people. Empress Ci Xi saw Zuo Zong-Tang as a pillar of the state, yet also feared that he might entrench himself with a large army far off in the northwest. She therefore postponed Cheng Lu's execution to blunt Zuo Zong-Tang's edge, and at the same time appointed the Manchu official Jing Lian as imperial commissioner to oversee Xinjiang affairs, leaving Zuo Zong-Tang only in charge of provisions and pay, while secretly auditing his accounts. Show more Zuo Zong-Tang, past sixty, loyal yet suspected, once thought of retiring to become a farmer in Hunan. Yet the situation grew graver by the day. Japan attacked Taiwan, and the southeast cried for help. Li Hong-Zhang proposed halting the dispatch of pay and provisions to the western army and strengthening coastal defense in the southeast, which sparked a fierce court debate between advocates of frontier defense and coastal defense. Setting aside his own advancement and honor, Zuo Zong-Tang argued that frontier defense and coastal defense should be given equal weight, sharply refuted the fallacy of abandoning Xinjiang's frontier defense, and took decisive measures, borrowing abroad to fill the western army's pay. But even his old friend, Liangjiang governor-general Shen Bao-Zhen, thought the western campaign a gamble on a single throw. Zuo Zong-Tang stubbornly gathered provisions and pay, manufactured rifles and cannon, pacified the people, trained the troops, and prepared for the western campaign.
