Description:

In order to carry out the directive from higher public security authorities on launching the special campaign to crack down on organized crime and root out evil, the Yuzhou Municipal Public Security Bureau decided to assemble its best officers and form a special anti-gang task force.
The finance office of Yuzhou University was robbed, and the criminals killed a man and fled. Lu Zhen (Wang Kui-Rong), head of the criminal investigation unit, led the anti-gang task force members to the scene at once. Preliminary findings showed the gang consisted of four to five men who fled in a Jetta taxi after the robbery. Police immediately launched an investigation. Through interviews, they came to suspect that the murdered accountant, Bai Yicong, had let the wolf in through the door. Through his girlfriend, they found the key figure — a member of the criminal syndicate known as Baldy Zhao. Baldy Zhao testified that the case had been orchestrated by Wang Yongde, the city's number-one gang boss. Meanwhile, Wang Yongde had already begun planning a robbery of the hospital's finance office. Just as police were frantically setting up checkpoints and hunting down Wang Yongde and his accomplices, another murder occurred on the outskirts of the city: a trusted lieutenant of another local gang boss, Xue Liang, was killed. Was it meant to throw the police off the scent? Or was it a case of gangs preying on each other?
